Unfortunately, my alligator snapping turtle had been living in a rather dirty, algae-ridden tank. I removed him/her from this environment days ago and he seemed very near death. He/she has been under a basking light and in clean water for several days and seems to be rallying. However, his back legs still don't seem to be moving much as he paddles his front legs. There may be paralysis of some kind and we're desparate to get the poor thing some help but don't have anywhere locally to take him. He's moving his head about and seems more animated than before. What can we do to help him back to health as we've had him since he was no larger than a quarter.

http://www.anapsid.org/vets/ This is a link to help you find a Herp Vet in your area. It has the US, Canada, and The UK. There are Vets. that specialize in herps. I hope you will find a Vet. that can help. Unfortunately without seeing the turtle it is very hard to determine the problem.
