I have an Imperial Shi-tzu, weighs about 3 1/2 pounds,10 ...

I have an Imperial Shi-tzu, weighs about 3 1/2 pounds,10 months old and she scratches constantly. She only eats Science Diet dry and canned food. I have tried other foods but it doesn't help, so I don't think it is food alergies. She is on monthy Advantax and Interceptor. I am at my wits end trying to figure out what she could be coming in contact with that could cause the itch. She does go out during the day for potty and takes a walk early in the morning. Someone told me to give her cod liver oil for the dry skin, would that help or hurt? I only bathe her once a week or less. She didn't do this during the winter.
