In this case, your pup needs to be seen by a vet ASAP. When pupils are dilated (compared to the other eye) and the eyelids do not look normal, the possibility of disease is high.
I would be concerned about a few things:
1) trauma to the eye - corneal abrasion, penetrating trauma to the eye, foreign object in the eye
2) glaucoma - the pressure inside the eye is too high, from either an inherited condition or another disease that caused it
3) severe conjuncitivitis (inflammation of the membrane around the eye) with secondary disease of the eyeball itself
A thorough exam by the vet will help. Sometimes I refer these cases to a veterinary ophthalmologist - they have better equipment and are much more knowledgable about diseases of the eye.
Time is of the essence when it comes to diseases involving the eye. The earlier treatment is started, the better the chances of a good outcome.
