You may find that omega 3 & 6 fatty acids added to his diet will help him a lot. Derm Caps or Linatone might work to help his coat.
Often skin issues are best treated from the inside out through nutrition.
If your dog is sleeping over a heat vent or your home is dry adding more humidity into the air may help too.
If your vet can't help you and the nutritional changes don't help then you might ask your vet for a referral to a veterinary dermatologist who would be expert in handling skin conditions.
Hope this helps you!

Most pet supply stores carry them but you might find a good price by checking pet supply catalogs like www.kvvet.com or www.upco.com or www.petedge.com or even using www.froogle.com and searching on them and sorting by lowest price.
Linatone is one brand name and Derm Caps another but there are more out there.
