our two year old shitzu licks his face, almost like a nervous habit. Is this a grooming issue or is there some other explanation for this

They are known for having more skin problems then some other breeds and this could be related to allergies. I would recommend a skin scraping to determine if this is the cause. But having longer hair it could as well be a characteristic issue or related to nerve problems as well. I would recommend you give him a dose of Benadryl at a rate of 0.5 to 1mg per pound of body weight every 12 hours for the next 2 days and see if this helps to calm that down a bit. If it does then it is more related to a skin issue then a nervous habit. If it does not seem to cause any changes then you may want to talk with your veterinarian about something to calm the nerves or try a product such as Pet-Ease which is all natural and helps to calm pets in stressful situations.
