My 20 month old bitch is in season - day 14. She tied with my 6 month old puppy dog. What are the odds of a pregnancy?

If they actually hooked together then pregnancy is very likely. Even though that is later then the recommended mating day it is possible at that date to still have pregnancy if they were actually tied together and connected. The odds are about 85 to 90 percent that pregnancy has occured.

I can't say they were actually connected. I've had them separated because I DO NOT want a litter. My bitch got out of her x-pen when I wasn't looking. She went outside with my puupy boy. I heard her whining. I went outside (it was still dark early AM). I pulled her inside. She immediately began to lick her bottom. I checked the puppy and saw that he had blood around his sheath. I assumed they had tied. Perhaps a more accurate question would be: DOES A 6 MONTH OLD PUPPY EVEN HAVE SPERM TO EVEN SIRE A LITTER?

If you saw blood on his sheath then it sounds as though they could have connected and yes at 6 months old he does have the sperm to sire a litter. If you do not plan on breeding her you can opt to have her spayed which will abort the litter but at this point with all the signs you have given it does sound as though they may have connected. Now with the sign of blood and the fact it was day 14 it may be that he tried but was not able to complete the act as she was coming out of heat at that time and it sounds as though she was not reciporcal to the male. I would suggest that you have her examined by your veterinarian as they can perform x-rays to determine if she is indeed pregnant although this take a couple of weeks to be able to see this, and I am not sure exactly when this happened. I would suggest highly if you do not want a litter to play it safe that you have her spayed so you do not have to worry about this possibility and any heat cycles in the future as well.
