hair loss in pet

I have a 14 year old Pekignese, his hair has not grown back since getting it cut 8 months ago. Is it post clipping alopecia, if so ,what can be done about it.

 At 14 yrs, I would be thinking of causes that are more endorcrine related that is causing the failure of hairloss. Has he been to a vet for bloodwork of the last year?
