what could this be?

i am house sitting for my friend and he has an outside dog that when i let in today was dripping blood from his pecker... but it was only dripiing blood when he gets excited.... and when he is not excited he is not bleeding.. ALso he is not in any pain or does not appear to be. what could this be?
