Pet has an allergy?

I have an all whiteboston/french bulldog. He gets a red bumpy rash around his mouth/lips. Some areas are raised bumps/sores and the rest of his mouth/lip area is red. He also has red eyes on occassion. This is bilateral. He eats Iams dog food. I have tryed benadryl and hydroxizine. And he has been on Ceflex. None of this has worked. We live in the country and have well water. We live in the WI so it is still cold and frozen. I am scared to see what spring will bring if this is an allergy. Thank you.
