My male pug, aged 1&1/2 was neutered on July 2.

My male pug, aged 1&1/2 was neutered on July 2. His stiches were removed July 10. The only problem is his sac is still hard and swollen and red. He wants to lick it all the time. I do try and keep him from doing this. He really seems to be bothered by the swollen sac. The vet says to give it another week. I dont know. should his sac be hard? Please advise
