Question

Dry skin, I think.

My 5 month old puppy has dry skin, and is biting and yelping at his hind quarters. I am not sure if the problem is the dry skin or not. He was recently exposed to some fertilizer, and I am not sure if it may have something to do with it. Is there any immediate remedy that I can give him, or apply directly to the area tonite. I can see that it will be a long night if I cannot help him feel better soon.

 If he's biting at his rear end, my guess is that it's his anal glands that are troubling him.  If you don't know how to express them, your vet can teach you how to do it.  There's not much you can do for it at home for tonight, though.

You will need to see the vet tomorrow.
