skin rash on my Rottweilers neck?

I have a 7 year old male Rottweiler that is fixed. On the left side of his face say on his jaw line reaching back towards his ear he seems to have something that has caused his hair to be be all clumped up by a clear ooze type liquid and his skin appears to be white and raw like hes scratched himself bare. What is this and is there anything I can do for him? I scrubbed it the best that hed let me with peroxide and then heavily coated the area as best as I could with a triple antibitoic skin treatment cream.   Can you tell me whats wrong and what else I could do?

 It sounds like the typical look and location for a hot spot. This is a local are of bacterial skin infection that looks like the skin is melting.  The treatment is usually to shave the area so that the skin is able to breathe better, antibiotics and steroids to help with the inflammation an pain.  It is painful and can continue to a large area of the face and neck.

Because of the pain, your ability to clean it may be limited. I would call your vet and get an estimate for the cleaning and treatment of a hotspot...so you can know your options.
