If her gums are white but her blood level (PCV is okay) you need to have heart evaluated for a problem with perfusion.
Arrythmias in the heart cause a "skip" of perfusion and the dog can "faint" and be pale. There is usually minimal changes in the bloodwork. This workup requires and ECG and possible xrays. If your vet is reluctant to look into this, it may be time to change vets.

Let me know if you have further question.

Should I not be concerned with a low rejuvination rate in RBC and a high rate in WBC. I have had the same blood work done on this dog the last 3 weeks and the WBC are progressivly elevating each time. also I didn't state she had a CBC done and she is having about 7- 14 retics per HPF

If you have a copy of her bloodwork please put it on. What is the WBC. Retic numbers are important with anemias yes...but if you want to investigate anemia...we need to determine is it blood loss/failure to produce blood/destruction of blood cells...
Was a chemistry blood profile done? urinalysis?

I do feel if the collapsing first started and then the sequential bloodwork was done, you can not rule out primary heart disease. A improperly functioning heart can cause lysis of the red cells and a mild anemia. The elevation in white cells is concerning too.
I am equally concerned if your vet has just stopped diagnosising with no medical explanation to you.
