Skin problem, hair loss

Our 18 month old female Bishon has been itching her neck and chest area since her first grooming. I’ve taken her to the Vet, tests came back fine. She is itching all the time. She has lost her hair in the rather large area. I had been applying a cortisone cream to help her stop itching, The Vet says this damaged her hair folicles. I hate to see her miserable, but am afraid to treat her with another topical. What can I do, is it her diet, allergies? Her twin brother has no skin problems, they eat the same, everything the same.
