I would start with a vet visit to have his teeth checked. Since he is doing this with both food and water, it is possible he has a cavity causing him discomfort. Dogs can get cavities just like humans do. He might also have a gum infection that is causing the raspy breathing due to drainage. Have him checked out as soon as you can. Try giving him his water room temperature to luke warm. This may relieve some of his discomfort with drinking and you might consider watering down his dog food so it is soft. The rash on his stomach sounds like it could be from an allergic reaction to something. Floor cleaners and deodorizers can cause this problem as well as outside irritants on or in the grass. Try applying benedryl cream to the area to see if that helps, but have the vet check on this while you are there. Good luck and hope he feels better soon. :)
