distemper or dehydration?

How can you tell the difference between the early signs of distemper and dehydration?I have an 8 week old puppy.I took her to the vet ,they said she looks good other than she is a little thin and hair coat is dull.There were no parasites found in her stool so they vaccinated her.She is still lethargic,eating and drinking very little.Her stools are firm at first and then become loose.She tries to play but tires easily.I have also noticed she can not keep her balance.She doesnt have a discharge from the eyes or nose nor is she wheezing or coughing.Can you please help?
