I have a 13 year Irish Setter. In the last few months ...

I have a 13 year Irish Setter. In the last few months he has more trouble getting up especially on floors with no carpet. He seems to have little power in his hind legs and sometimes just does the splits and collapses. I have to push his legs back to normal position then coax him to stand. It is not quite as bad on carpet. Is this a sign of old age or something that could be treated?

I would say both. Yes this is likely due to his aging system but there may be something you can do to help him feel better and get more control back.
Veterinary medications for arthritis and pain might help. Glucosamine chondroitin or Adequan shots might help too. Your regular vet can help you with that.
A holistic vet may be able to help with alternative treatments such as accupuncture or chiropracty. You can see if there is a vet near you offering this on this page
