are empty anal glands palpable?

My dog has been "scooting" her butt in a manner that seemed to fit the description of full anal glands. I attempted to drain them with no success, but did palpate something that felt like a solid nodule approx 0.5-1 in length in what seemed to be the correct area for an anal gland. Squeezing this produced no results. Should an empty anal gland be palpable?
