My 5 year old female lab mix keeps squating to pee with ...

My 5 year old female lab mix keeps squating to pee with very little coming out. I think that it might be blood tinged but cannot tell for certain. Should I seek emergency care? She also keeps drinking water. Could this be a urinary tract infection?
