Swollen Cloaca

Recently my conure has been presenting herself to me for mating. Now I think she may lay eggs soon, because her cloaca is swollen. She has never mated, nor laid an egg. Can birds lay eggs without mating? What other reasons besides egg laying could explian her swollen cloaca?
