Fear Aggression

This is a behavioral question. Found abandon brother and sister dogs (about 30 lbs) about 1 1/2 yrs ago. Believe they are about 2 1/2 years old now. They are extremely bonded to each other. They have always been fearful but they have regressed in their social skills - because when we were living in an apartment and were out walking - several times dog owners could not control their big dogs and we were attacked. Once the other dogs even broke my knee. All times my two little guys have not been hurt - but have been scared to death. Now when I walk them they seem to have become fear aggressive. The male especially goes into a frinzey - barking, jumping, chocking himself on the choke collar. The female is more controlable - If I correct her with the collar and keep walking she will calm down. If I try to walk the two dogs together - the female reacts to the males panic and starts acting the same way. So I have been walking the seperately, trying to put them in a situation where we will see other dogs so I can work on blocking the panic aggression. What is the best way to continue. Should I see a vet behaviorlist? At UT Vet Med? I would like to be able to walk all three of my dogs together - but right now that seems impossible.

Trying to act cool and assertive at all times and let them know that I am the pack leader and I will take care of everything.
