excessive panting

My 12 year old dog has started panting a lot even though he's not hot. His heart seems to be racing and he doesn't have much energy. He recently got a nasty sore on his side that took a few weeks to start healing. I thought it was an allergic reaction to carpet cleaning but thought I should add this info.
In the past month he had an exam and the vet took blood samples and said he's fine. I don't know if he was checked for diabetes.
Can you give me any idea what might be wrong?
