Our toy poodle is very sick, and the vet does not know how to treat hi ..

Our toy poodle has been very sick for almost three months. The vet is puzzled by his symptoms and has put hiim on muscle relaxers and stronger antibiotics as of yesterday. His symptoms are as follows:
1. He doesn't bark anymore
2. He doesn't beg anymore
3. He wheezes all the time and coughs occasionally
4. He yelps in pain sometimes
5. He won't turn his head to look at something. He rolls his eyes instead.
6. He no longer will jump up onto the sofa, bed, chair, etc.
7. His breathing is very labored and fast as if he's hyperventilating.
Sammy will be five years old in October, so he's not even over the hill yet.
Yesterday the vet said if the new meds do not work, we will x-ray his neck in ten days. I do not want to give him the muscle relaxers, because they literally knock him out.
Any advice you can give will be greatly appreciated.

I would consider getting those x-rays done sooner or perhaps seeing a veterinary neurologist for a consult.
It sounds like he has serious neck or spine pain based on how you say he is moving and the activities he has changed. The heavy breathing could be in response to pain.
It might be something that isn't going to show on x-ray such as a soft tissue issue with a disc in his neck. It might show right away on x-ray too.
If you walk him with a collar try a harness to see if that reduces some of his pain. You can read more about this here
