My 6 year old male pom (aprox 8 lbs) went outside, did his thing along with our other pom. Both came in and received the doggy treat for doing a good job. About 2 hours later Tigger threw up a white milky substance with chuncks of the beef treats. He had three episodes with the same color with about amount being the size of a coffee mug ring. His nose is very warm. When you speak to him he will wag is tail. He will drink water if you hold the bowl under his nose (about 5 to 10 laps each time it is offered) about every 30 mins. His energy level is very low and his is laying on the bed with the air blowing on him. He just not behaving like Tigger. Is this an Emergency Room situation?

If there is anything in your yard he might have gotten into including lawn chemicals, mushrooms, leftover fat from a cook out etc then that might be the issue. If he likes to chase and catch bugs a swallowed bee can cause this sort of upset too.
If he is holding down the water you can see if some plain pedialyte will help him feel a little better.
Because he is so lethargic you may want to consider seeing the emergency vet today. If he was just doing some vomiting but was up and around that would be different. But the being 'flat' and not even willing to get up for a drink sounds to me like he may need some supportive care. If you can take his temp rectally normal in dogs is 101-102 F. if its up over 103 then I'd definitely suggest seeing the vet.
