when females begin heat

I have a 12 week old german short haired pointer. A couple friends of mine tell me that they think she is fixing to go into heat. They say that because she has a must odor that is fairly noticable, and she keeps licking herself.   I thought this was way to early but i wasn't sure. What do you think?
