German Sheperd skin condition

my german sheperd has severe scabs under
his lower jaw
and a crusted nose. He has been on
antibiotics and
steriods. the problem clears up when on the
meds, but
comes back as soon as the medicine is
finished. We have
had him biopsied but the results were
inconclusive. do
you have any other suggestions? Our current
vet seems
to think it’s severe dermatitis and to monitor it.
however the dogs snout and jaw can’t be
touched when the
condition worsens. He's 3 yrs old and we
adopted him from a rescue who had no
history on him.

I need a bit more history. Age of dog? How long has the problem been going on?

Response to DanaDVM's Post: the dog is approximately three years old. I adopted him from a pet rescue in early june. he was at the rescue in late april and no information was given when he was turned into the SPCA. he has had the condition the entire time he's been with the rescue and myself. he was given an exam by the rescue vet w/ blood work and we have had him at the vet for shots and check-ups, as well as a skin biopsy. should we ask for another blood test to look for something specific?
