my 1 year old chocolate lab has a licking sore after an ACL ...

my 1 year old chocolate lab has a licking sore after an ACL repair. The vet specialist wants him to wear the collar that wont allow him to reach the area, but when we put it on him, he panics. He wont move, and he even urinated in my floor. We have tried bandages, and wraps, and he somehow manages to get everything off. Is there anything else that we can do? Please help.
