i have a 8 week old teacup poodle and she scratches all the time. I sprayed her for fleas, using frontline but she is still scratching. i carried her to the vet but he said her coat and skin looks healthy. any help with this would be much appreciated.

It may take a day or two for the itching to die down if you just sprayed her with Frontline. Flea allergic dogs can itch all over from just one bite and Frontline takes a little while to work.
You can see if using some plain Benadryl at a dose of 1mg per pound of pup will help control itching while the flea product works.
You can give her some Benadryl every 8 hours but it may make her sleepy.
If you are feeding a grocery store food you may also find that swapping to a higher quality food may help. And if you smoke or use scent diffusers or carpet cleaners any of those might be an issue too.

we have had her for over 2 weeks and it has been a week since I carried her to the vet. it has been atleast a week since we put the frontline on her. benadryl is safe for her?

Plain Benadryl at a dose of 1mg per pound is pretty safe. Some dogs it can make a bit hyper but the normal side effect other than itch control is to maybe make the pup a little sleepy.
Do make sure to brush and comb her out every day so that you know its not tangles making her itchy.
Check her skin for any signs of being dark, scabby, or sore which would indicate infection.
Check in her ears to see if she has any bad odor or crusty discharge indicating an ear problem.
Allergies, ear mites, fleas can all cause itching.
