The skin on my 11 mos old westie has turned reddish

The skin on my 11 mos old westie has turned reddish brown. We just found this when we pickd him up from being groomed. What could have caused this? When we picked him up, he had no hair on his neck but it is growing in now. He is scratching even though there is no evidence of bites, scratches, etc. What could it be?
