Rescued 3 1/2 yr old female rat terrier-very small for breed- 3.6 lbs but per Vet should weigh 1.5lbs for frame..has hypoglycemia (per vet) will NOW eat when holding her and have to give her Nutri-Cal supplement 3x's daily (all of this has happened in the 3 days since I rescued her...now she has a horrible snotty nose, sneezing, green discharge and is panting constantly. I cannot get her to drink, but like I said she will eat when you feed it to her. The only way to get her to drink is to put water in a medicine syring and give it to her. Any suggestions? I'm convinced this pup isn't gonna make it. I'm worried. Any help would be appreciated.

This might be the new canine influenza or if the dog has had no shots you may be fighting distemper.
You can try using a sports bottle for fluids and using plain pedialyte will give her a little extra energy instead of plain water.
You can clean the nose with sterile saline like is used by contact lense wearers. You can bring her in a steamy bathroom to help with congestion.
She maybe trying to cope with pneumonia and for that you'd need antibiotics. The green color in the discharge indicates a bacterial infection.
You can read about canine influenza here

and distemper here

Antibiotics may be your best help so another vet visit or at least a call is needed to get them.
Hope this helps you!
