my miniature schnauzer ate 1/2 pack of menthol cigarettes - what should I do ? she's acting lethargic but not getting sick

If she just ate them then you may be able to make her vomit them up. You can read here how to do this using hydrogen peroxide

If its been more than an hour I'd get her to a vet for help with supportive care for the toxins she ingested.
Tobacco does contain nicotine, and this chemical can impact on both the digestive and nervous system. Ingestion can cause rapid heart beat, collapse, coma, and even death if too much is eaten.
