my chihuahua had a rabies vaccination 3 months ...

my chihuahua had a rabies vaccination 3 months ago and still has a dime sized lump at the vaccination site. what should be done ? my vet wanted to check for cancer and do a biopsy eventhough i voiced my concern 1 week after the vaccination and the lump was not there before the injection.
