Do swollen lymph nodes point to cancer?

I have an eight year old Labrador Retriever with large, golf ball sized, "lumps" on his heck, under his arm, and under his hind leg. Our vet is not ruling out cancer, but for now, believes that it is an infection caused by a tick bite.
