My golden retreiver is overweight and is now having breathing problems. Should I take him to the emergency room

A heavy panting then stop for a few minutes then start again for about a minute. His eyes look droopy also. This just started yesterday.

The color looks the same as my other 2 goldens. He is not being very responsive to us. He is dinking water.
