Lump on leg

Our 2 year old German Shepard has a lump on his back leg. When I first saw it I took him to the vet and they tried to get cells and sent them away to have tested. They said because it was so hard and they had taken xrays and felt it was attached to the bone that it didn't look good. When the test results came back they said it didn't show any cancer cells and just keep an eye on it. Well I look at it every day, and the do is VERY active show no sign of it bothering him, however when he starts to go to sleep I watch him and he pulls tht leg intowards him and does it a number of times, it seems like he has pain. But I don't know if I should be concerned and if I should take him to see another vet. Should I be worried?
