My 2 year old male shihtzu has two very hard round masses ...

My 2 year old male shihtzu has two very hard round masses that are bulging out from around his penis. I have examined to see if it is just his testicles moving up his penis but I am not sure what I am feeling for. His scrotum seems to have testicles in them however like I said I am not sure what I am feeling for. I am concerened that this might be a hernia. What should I feel for or what should I look for if this is the case? What are/ could be the two very hard gum ball masses about half way up his penis.

Nothing my vet is closed today. I don't believe this is an emergency since he is not in any pain.

This is normal dog anatomy and is called the bulbus glandis. Its the portion of the penis that is used to make the 'tie' during breeding to keep the dogs locked while sperm is transfered.

That's what I thought as well. I don't think this is it.

Here's the visual of my ShihTzu's parts top of the penis sheath(normal) the blbus glandis (about 1/2" down from the top under the skin) below this is the two gum ball masses (1/2" down from the gladis) then the rest of his package and scrotum. All of this things look   underneath the skin like it is suppose to be but those two gum all masses.
