It was my Shepard right back leg, when we pick her up with the towel, per vets recommendation, the leg just dangles. We were unable to get her into the car yet to get her to the vet office for x-rays due to pain.

Ask your vet for pain med so you can get the dog in the car to go. That should let you get her into the car and transported comfortably.
I have a kids toboggan sled I use as a 'stretcher'. Its just a plastic one that a dog can be laid in and strapped down on (in a pinch lay a towel over the dog to keep the fur from being stuck in tap and strap tape around the toboggan) to pick the dog up for transport and slide it into the car.
Two people with the dog in a blanket sling as a stretcher might be able to get her into a car if you open both rear doors and one person backs across the seat too.
Potentially this might be a break due to a bone tumor or weakness too. Unless you saw the trauma that popped the hip out happen thats another possibility.
