I have a 7 pound poodle going through heat right now. Just in the last two days she wants to go outside nearly every 10 minutes. She wines at the door. What is possibly wrong?

She might have a urinary tract infection.
She might need to urinate more because she is at the point in her heat she is ready to breed and spreading those pheromones in the urine is instinctual behavior.
Don't let her out alone even in a fenced yard as if a male gets in to try and breed her she might get hurt if its bigger and she might get bred if it wasn't too much bigger.
They will seek a mate out if possible and that might be part of the whining to going outside too.
If this keeps up once her heat is over or if you see blood or pus in her urine then see your vet for diagnosis and care.

Reply to Nancy Holmes's Post: There is a boy yorky in the house who is fixed, we keep them apart as much as possible. When we're not home they get put into there own kennel. Is this okay?

Don't be surprised if the fixed male 'breeds' her. Pheromones are powerful stuff! At least he won't get her pregnant! but you might have to calm the dogs and make sure they don't react badly if this happens.
If by kennel you mean a dog crate that would work. If you mean an outdoor run I'd be very careful that it was completely secure on all 6 sides. A lot of pups are born who's dad is 'sneaky neighbor dog'!
The fear with a small dog is that if a big male got in with her he might in frustration or by accident hurt her.
