Is it against the law for a vet clinic to refuse to see a pet if the owner does not have the money to pay on the spot, in emergancy circumstances?

Already Tried:
took to a vet they denied to look gave me amoxicillin without doing anything i mean anything not evan weight wise, and said to come back when you go money Jake died 8 hrs later the amoxicillin made him worse, I believe it was an elergic reaction, he died as i was tring to get ahold of anouther vet to bring him in for emergancy night call in anouther town, i really need to know if i can shut that clinic down for this, that was wrong, and yesterday Jake was just fine with a small cough and today he is dead, please help i dont want any other peoples animals to die for their in humain acts and only caring about money right then

Reply to Terri Riba's Post: i had two small breed dogs and was going to take them to the vet today, they both was hacking but seemed fine, Lucky he had a bad leg and was just fine but i came home tuesday and he was dead, it broke my heart knowing he died but worse that Jake was there all day with his best friend dead in the floor, Jake seemed ok but his cough was getting worse, last night he was playing and fine, but just coughing and weezing alot, today i woke up and took him to the vet, the only vet i knew about in this area cause i am new here.
The women behind the counter told me they didnt bill to people who has never been there before, but the only thing she could do was give me amoxicillin, which is a type of pinacylin, which in turn is also a precription medician, but the vet never looked at jake and she is not a vet, but a vet tec. she did not check him out in anyway, not even weighing him, or anything, said to give him half the dropper twice a day, and when i get paid if he isnt better bring him back, her being a vet tech i trusted her. Yet I had no money the man standing in line beside me paid the 7 dollars for the med, bless his heart.
Jake was a gift to my girlfriend for our 3 month anniversary our 6 month is next week she is out and i have to tell her tonight he is dead.
Anyways, Jake took the first dose and seemed a bit sleepy but not to bad, I gave him is second dose around 5, in the afternoon, he got worse as time passed, and jake never wines when he couldnt walk and started wining i help him, he was limp and heart paced and his breathing was irregular, after awhile i decided to call anouther vet so i went to my land lord, he called an emergancy number while me the land lord and his wife kept jake as comfortable as we could, 3 seconds before the vet called us, jake passed. Could this have been prevented if the first vet would have checked him out yes i believe the proper care could have made a differance in my friends life. In any of this can i find away to legally shut that clinic down before anymore animals die unjustly.
