I have a shih tzu she is about 7 years old and we had her groomed today and the groomer brought to my attention that she had something sticking out of her velva it looks like a little red hot i had never seen that before she seems to be her self and looks healthy could you let me know what it could be

It might be a small tumor. There are a variety of these ranging from benign to malignant that can form there. If she is not spayed and was ever bred it might even be a sexually transmitted tumor.
My suggestion would be to have your vet see her this week and decide if biopsy or a removal or use of a medication or radiation etc. to remove it is the next step.
That was good work by the groomer to show it to you.
When you find an odd spot like this better to have the vet look at it in person as soon as you can to decide the next step.
