My Great Dane's eyes look like he has a hangover. They have a inner eyelid that looks bloodshot. Is this normal?

If the lower lids are hanging down this is called haws.
If the third eyelid is raised up over the eye this could be an indication of illness or an eye infection or injury.
If there is a red bump in the corner of the eye this might be cherry eye which you can read about here

If this is new I'd rinse the eyes with sterile saline (such as contact lens wearers use) and see how they are in the morning then consider seeing the vet if they are the same or worse.

YOUR ANSWER MENTIONED A THIRD INNER EYELID. I ACCEPT THIS. BUT THIS INNER EYELID WAS NEVER RED IN COLOR, IT WAS A LITTLE PINK IN THE INNER CORNER OF THE EYE AND AS IT GRADUATED OUT IT WAS A THIN GREY. IT IS NOW RED AND REMINDS ME OF THE WAY A HOUND DOGS EYES LOOK. ALSO YOU SEE THIS IN THE ST. BERNARD. THIS IS NOT TYPICAL OF THE GREAT DANE.

THE ARTICLE ALSO MENTIONED THIS MAY BE A SIGN OF SOME SORT OF ILLNESS. WHAT ARE THE ILLNESSES THAT ARE CHARTERISTIC OF THIS INNER EYELID COLOR.

I WILL BE MAKING AN APPOINTMENT WITH MY VET, AS I AM NOT HAPPY WITH THIS LOOK.
