I have a sheltie who has been itching for a long time now. He has no fleas or ticks but his skin has white flakes. He has no raw spots. He is on prednizone off and on. His hair comes out from scratching. I have bathed him in a medicated shampoo and an oatmeal shampoo. The vet has done a thyroid test and it was negative. What do you suggest?
