Have a male mini Chichicua thats penis is protruding beyond the foreskin and won't retract. The very tip is all that is out and it is extremely bulbous at the sides and bright red

It sounds like the bulbous glands (used to maintain the tie when breeding) have swelled outside of the sheath. This is pretty normal. I would use a little ky or other lubricant to keep it from getting dry and then put him in a quiet place.

This can lead to problems if the situation isn't corrected. Often, the vet will have to anesthetize the dog, lubricate the penis and sheath well and then use traction sutures to move the prepuce back up and over the penis. Sometimes it is even necessary to surgically widen the preputial opening. They try to avoid doing this, if at all possible, though. If the opening is too wide, the tip of the
penis may stay extended and this appears to be pretty irritating to it.

If it has not retracted by the morning, you need to see the vet.

still stuck about 1/2 inch, looks like 2 balls on sides of tip

Sounds like it has gone down a lot then. If you are seeing two balls 1/2 inch from the tip, these are not the bulbous glands. It sounds more like you are seeing some swelling and dryness from it being exposed for so long. I would do two things. I would lubricate the area well and then apply some ice to it (not directly). Then I would try and pull the prepuce back over the penis by maneuvering it with your hand. (hope you're not too squeamish about it!).

You will sometimes see this if there is a back or prostate problem so you should see your vet tomorrow if you don't start to see this go down or if it gets worse. Sometimes, there is an underlying condition that is the true culprit.
