month old male chichaua throwing up a clear fleme like

13 month old male chichaua..throwing up a clear fleme like stuff and dark tar like stool, very runny. been to vet for last 4 days. said was gastritis. gave underskin fluids, antibiodics and sent home after 600 dollars. he isnt any better. still vomiting. wont eat. lethargic. literally sleeps until time to vomit. then sleeps more.please help. this is my baby

Already Tried:
took to local vet christmas eve. spent 2 nites. picked up. kept home 12 hrs. got worse. went back. fluids under skin. antibiodics. home again and no better. cost me 600 dollars which would be fine if he was any better. wont eat. wont drink. puking horribly
