My basset hound has several cysts on her body and an abscess on her chest. How can you tell if it's cancerous? How can you tell when cysts must be surgically removed?

Age: 8; Female; Breed: Basset Hound

Already Tried:
newly adopted; no treatment yet, but not much information found and I want to know what I'm dealing with first before I take her in.

Reply to Tammy Falkner's Post: They were stated to be cysts by the volunteer vet from the Humane Society. They don't appear to be painful to her. One is on on her tail, near the base (not an anal cyst), one is on her chest (right in the middle of her breast bone), another is up by her shoulder. She eats well, plays with our pug, and of course (as bassets do) sleeps well. There isn't much known about her history-so I thought I'd try to have an idea of what I'm dealing with. The masses are all soft, do not appear to cause pain, cause no drainage (that I can see or have noted) and are visible to the naked eye. The Humane Society said that they don't need to be removed-but I prefer to be proactive and not find out Lady has cancer or something.
