my english bulldog has been severly congested for weeks

My English Bulldog has been severly congested for 3 weeks. We have taken him to the vet 3 times now and gotten 2 different antibiotics. He can't breathe out of his nose and when he breathes out of his mouth it is very harsh. I just wanted to know if you have any ideas what it could be or what I could do to help him?
