My Pug was neutered last month. He seems to be leaking urine and licks a lot at night, all new habits. His tail is not curled much of the time either. Any hopeful news of recovery?

You need to call your vet and explain the symptoms. It sounds to me like he has a urinary tract infection and may need antibiotics.
He could also have pain from infection where the surgery was done. Some dogs even have reaction to the stitches used.
You will probably have to have another vet exam for him to get meds to resolve this.
Hope this helps you!
