If he's not neutered he might have a little prostate infection causing him to drip some blood.
Try washing it off with warm water and a paper towel and see if the stuff on the towel looks reddish when you dilute it.
You should see the vet about this as it could also be from kidney or bladder infection or even bladder stones.
