I would suggest trying a different food that does not have any of the same ingredients in the food you are currently feeding to see if that helps with the skin licking. Like we rub our eyes dogs lick themselves when they have allergies. Food allergies are known to occur in this breed. You may also want to check her for thyroid problems as those can lead to allergies too.
For alternative foods you might check the minimal ingredient food California Natural or the alternative ingredients foods like Wellnes Fish, or Rabbit, or Venison etc.
If you are washing her a lot that could lead to this issue too.
Usually with skin issues the best treatment is from the inside out but the problem is this can take time. If you have only been using the fatty acids a couple of weeks it may be too soon to see any response yet. Sometimes it takes 12 weeks for a diet change to be seen in skin and coat.
Hope this helps you!
