You may need to change the type of flea control you use. Its known that Frontline can make a hole in the coat on some sensitive dogs.
You can see if giving her some omege 3&6 fatty acids will help her grow the coat back. Derm Caps or LInatone or other fatty acid supplements like that may help. Often the best way to grow back coat is from the inside out with nutrition.
Talk to your vet about using Advantage instead of Frontline or if you used over the counter flea meds then try Frontline instead.
